La Archival description as a transversal process in the life cycle of documents in Peru

Abstract

This article analyzes the cross-cutting nature of archival description in document management throughout the document lifecycle, which is often implicit, and its usefulness within the framework of the Reception, Issuance, Archiving, and Dispatch processes outlined in the Document Management Model, approved by Resolution No. 001-2017-PCM/SEGDI of the Secretariat of Digital Government. It also examines its connection to the information needs identified in various national regulations to ensure the conservation and preservation of documents in accordance with governance, transparency, and accountability. Furthermore, it provides strategies to facilitate the traceability, accessibility, and reuse of stored information, whether in paper or electronic format.
The main objective of this article is to demonstrate the need to establish strategies so that the design and development of document management systems have the necessary data and metadata that, on the one hand, reflect the functions of the documents generated within the framework of public management, and on the other hand, guarantee the characteristics that give the information assets received and produced in each public entity the character of archival documents, even if they are not explicitly described in Peruvian regulations
