In this sense, the originality of the text is not to be found in the discussions already developed by Peruvians on decolonization, but in the analysis of colonialism and its interference in the aforementioned separation between the native subject and its materiality during the nineteenth century. Despite the country’s favorable financial context, as a result of the sale of guano abroad, this did not mean that a real contribution was made in favor of this cultural space. In this context, two valuable private libraries were offered: that of Benjamin Vicuña Mackenna and that of Manuel Perez de Tudela. Although the government ended up acquiring both, the former partially and the latter in its entirety, with the aim of enriching the National Library’s collections, this did not mark the beginning of a state policy of permanent economic contribution to the institution, which meant that they remained isolated events.</p> 2025-07-25T15:40:06+00:00 Copyright (c) 2025 Henry Barrera Camarena https://revista.agn.gob.pe/ojs/index.php/ragn/article/view/173 Document types and the general administrative procedure for document management in digital government 2025-07-25T16:53:06+00:00 María Eugenia del Carmen Viloria Ortín fernandoardito@gmail.com <p>It is just as incorrect to call an unorganized and undescribed collection of documents an Archive,&nbsp; making&nbsp; it&nbsp; impossible&nbsp; to&nbsp; quickly&nbsp; identify,&nbsp; retrieve,&nbsp; and&nbsp; consult&nbsp; the information contained therein, despite being in appropriate physical environments. It is also incorrect to call a digital space a document management system where, even when developed with the latest technology, information assets accumulate without proper parameterization because of ignoring the application of archival processes and procedures appropriate to the corresponding technological means. Without a metadata framework that represents Document Valuation, which in turn guarantees the authenticity, integrity, reliability, availability, and usability of documents, as established by the Digital Government Regulations and required by the principles of general administrative procedures, it is impossible to ensure not only the long-term security of information but also governance, transparency, and accountability, as well as confidentiality aimed at protecting personal data and national security. Incorporating archival science for proper document management that ensures long- term access to information involves equating each traditional archival process and procedure to the electronic environment, starting with the simple documentary piece, that is, the documentary type, which has its specific function of forming the files during the processing of each administrative procedure. It is found documents that address topics such as the patriotism of the indigenous people in the central Peruvian highlands, the military strategy followed by the generals in command of the Liberation Army, small battles between the belligerent troops, the commemorations of the patriotic victory in the Battle of Ayacucho, and others. These documents offer information about this activity and the explorations conducted in the valleys of Lima. The information collected has been compared with other sources from the 19th century. The purpose of this note is to learn about mining activity in the surroundings of Lima, from the end of the viceroyalty to the 20th century.
